That question connects the barrel to the gutter, downspout and ground beyond it. Before buying components or changing a discharge path, document the whole route and have the appropriate installer or drainage professional review the unresolved parts.
Compare storage with the collection area

In an illustrative setup, 500 square feet of horizontal roof area receives one inch of rain:
500 × 1 × 0.623 = about 312 gallons.
An initially empty 55-gallon barrel has capacity for less than one fifth of that theoretical amount. If 312 gallons reached this simplified system, roughly 257 gallons would need another route after storage filled. Real inflow depends on losses, roof routing and storm timing. A partially full barrel has less available capacity still.
Do not use this example to choose an overflow diameter. Volume and peak flow are different design questions.
Sketch the full water route
Start at the roof area feeding the selected gutter run. Mark the outlet, downspout, collection connection, storage vessel and overflow destination. Include nearby doors, foundations, paths, neighboring property and any underground connection you cannot identify.

This is a brief for review, not a DIY construction plan. A full container is heavy; foundation, support, stability and safe access should not be improvised. Do not connect stored rainwater to drinking-water plumbing or assume it is suitable for a particular use without applicable guidance.
Maintenance belongs in the plan

Identify who maintains screens and connections, what the barrel manufacturer requires, and how a blocked or damaged component will be noticed. Do not enter a hazardous area or climb during rain to inspect performance. Record concerns afterward from a safe location.
Coordinate the trade boundaries
Gutter work, storage equipment, underground drainage and landscape grading are not automatically one contractor's scope. Ask who supplies each component, checks compatibility, approves the destination and returns if overflow behaves unexpectedly. Local drainage or installation requirements may affect the plan; obtain property-specific advice before changing it.
